Complaints

If you are not satisfied with the handling of your request, contact us to let us know. If the problem persists despite our explanations and intervention, you can .lodge a complaint with the Commissaire aux plaintes en matière de reconnaissance des compétences professionnelles. This complaints commissioner is part of the Office des professions du Québec, which is an independent government body.

The commissioner receives and studies all complaints about a professional order regarding mechanisms of recognition such as:

  • the equivalence of a diploma or training
  • the delivery of a permit based on an international mutual recognition agreement (MRA). You can consult a list of professions for which an MRA has been signed by clicking this link.
  • the delivery of a permit on a permit for permit basis (for example, the permit of another Canadian province).

The commissioner ensures that your file has been dealt with in a fair, objective, transparent, coherent and effective manner.

Remember that only the Order can determine your skills and decide on their recognition. Recourse to the Commissaire aux plaintes en matière de reconnaissance des compétences professionnelles does not provide a second evaluation of your skills, nor an appeal mechanism or revision of the decision of the Order. After study and analysis, the commissioner can, however, propose solutions to the problems you encountered, including possibly recommending to the Order that your file be reviewed.
